PROGRESS AND CHALLENGES OF THE EVALUATION OF PUBLIC POLICIES AND PROGRAMS IN HIDALGO, MEXICO

The evaluation has gained relevance because it is a tool that contributes to informed and evidencebased decision-making, in addition to verifying the achievement of results and the generation of public value of public programs. In this sense, monitoring and evaluation are on the agenda of international agencies, national governments and now also local governments. In recent years, governments have begun processes of reforms and regulatory adjustments, as well as the creation of units with powers in evaluation. The objective of this work is to analyze the institutionalization of the evaluation in the state of Hidalgo, through the adequacy and coherence of the reforms and regulatory adjustments, as well as the provision of administrative units with powers in evaluation of public policies and programs in the state. The idea is to propose actions that strengthen, consolidate and make the evaluation system sustainable. We highlight the advances in Hidalgo regarding generating institutional level evaluation and the development of evaluation processes. However, the mayor replies to the government and to the evaluation system is to make evaluations of the use of the information obtained from them for the improvement of public policies and programs and, consequently, improve the living conditions of the population.
