SPEECHES AND STRATEGIES FOR ENERGY POLICIES IN BRAZIL BASED ON POLITICAL MODELS OF DEVELOPMENT (1956-1985)

The development of renewable energies and their increasing participation in the energy matrix is a global reality. Based on the theoretical and methodological assumptions of environmental history, this article seeks to analyze the discursive elements related to the economic development of Brazil and the relationship with the models of energy production, during developmentalist governments (1956- 1985). The analyses were based on qualitative uses of archival documents that allow us to understand the political and economic strategies responsible for the strengthening of the Brazilian energy model. The InfraNodus was the software used to analyze the Brazilian presidential speeches from 1956 to 1985. This important platform integrates statistical methodologies of cluster analysis. The results demonstrated that the military government showed great concern with the economic developmental policies, which was directly associated with strategic projects for to the expansion of the industrial and infrastructure sectors controlled by government. Large sums of capital were used in the construction of hydroelectric plants, favoring the development of the engineering sector. At the same time, investment in renewable sources was insufficient, harming the development of this energy matrix.
