FINANCIAL REGIME OF STATE UNIVERSITIES

The present article is a reflection on the difficulties presented by the coexistence of the legal nature of Public Universities, the regulations applied to them, especially in financial aspects, and lastly, the idea of economical autonomy.Firstly, the existing regulation on the particular is given an organic treatment and, next, an analysis on the difficulty emerging when performing a symmetrical interpretation of the abovementioned regulations of public law alongside with the figure of financial or economic autonomy. All this, allows the observation that university autonomy is highly restricted in terms of financial administration, putting this type of institutions within a system as the Chilean system in disadvantage.
