Abstract

At present, economic, labor and security factors have reduced both participation and social action; One of the consequences of this vicious circle is the thinning of the social fabric, given these conditions a new approach to politics and politics is necessary. But this requirement is not only for Mexico, it is the latest global trend that aims to move from the old institutionalism to neoinstitutionalism, from governance to governance, that is, generate new mechanisms for participation and co-responsibility between citizens and government. As part of the new strategies, the topic of social capital has gained relevance as an instrument for development and civic actions.
