THE CREATION OF SPECIALIZED STICK OF PUBLIC RECORDS, USUCAPION, HOUSING AND URBANISM (RUHU)

Abstract

This study focused on an analysis of the improvement of Justice in the State of Paraná, based on the creation of a specialized registry in matters of public records, usucapion, housing and urbanism (RUHU). Specialized courts will create a more favorable environment for judges to judge these processes. The thematic specialization is intended to avoid the dispersion of jurisprudence, since jurisprudence, consistent and uniform interpretation of the law by the courts is formed on the basis of precedents, individual cases that interact with others judged identical or similar. Specialized sticks are advantageous measures in the processing of demands, since the servants familiarize themselves with the routine of the judicial acts, obtaining greater income, which also gives speed to the access of the judges to the superior instances. The improvement of the Justice of the State of Paraná is fortified with creations of rods specialized in matters (RUHU)? The deductive method was used and research techniques such as indirect documentary research were used, such as the Federal Constitution of 1988, Federal Laws, indirect bibliographic research using scientific articles, books, reports, all related , in some way, with the proposed theme. The Judiciary has systemic bottlenecks, whose solution goes through strategic actions, punctual initiatives at the management level, contributing to better jurisdictional performance.
