Abstract

Uruguay is considered to be a country with a strongly institutionalized system of public policies of universal character with extensive coverage in areas such as education, work and health. Since 2005 the arrival of Frente Amplio (FA) to the national government, certain openness was found, by the leftist government to consider issues related to discrimination and segregation Disability was one of the issues addressed. It is during the government of President Jose Mujica (2010-2015), when the subject of care as part of the matrix of social protection of all people listed on the political agenda, from childhood to old age, including people in disability status.
