Worldwide, the event that impacts the social, educational, economic, political and other substantial areas during 2020 is COVID-19. Regardless of the change in local, national and international dynamics, the epidemic makes visible the absence of public and institutional policies to curb existing inequality gaps in priority issues such as Higher Education and the care of students with disabilities at this educational level. The latent risk is that the obstacles faced by students with disabilities daily are maximized by the absence of cross-cutting policies that guarantee accessibility to information, communication and participation in equal opportunities in a new model emergent education that also "solves" in a short term all the needs that students face in higher education to participate in online classes In Mexico, although progress has been made in matters of educational inclusion, there is still a lack of policies aimed at providing answers to a growing population that requires conditions to guarantee entry, permanence, and graduation from the University.
