ESTABLISHMENT OF THE SCIENTIFIC AND TECHNOLOGY POLITICAL FOR THE INCUBATION OF INNOVATIONS KNOWLEDGE

Roughly speaking, the establishment of a scientific and technological agenda is an intentionality of state management around which a conflict or difference with society is resolved. In that sense, the academy is subject to the evaluative guidelines of the quality of its processes and products. As a state-sponsored institution, the public university continues to follow the agenda, but at the same time undertakes the formation of talents that the state hopes to institutionalize as leaders of opinion and knowledge. The objective of the present work is to discuss the axes and central topics of the agenda to evidence the formation of talents from the academic enterprise and the incubation of leaderships. A documentary study was carried out with a selection of sources indexed to leading Latin American repositories such as; Dialnet, Latindex and Redalyc. There are lines of research on entrepreneurship as a function of the establishment of the scientific and technological agenda.
