Water is a natural resource that today has an added value that society itself and its institutions have given it from academic, social, cultural, economic and political spheres. However, given the added value, the political and economic system have permeated in determining its use and management. Therefore, it has triggered a series of simple and complex factors regarding the responsibility of providing said resource administratively based on access to the right to water in an available, accessible and quality way; at the same time that the State should fulfill its obligation to respect, protect and comply with the aforementioned right. This document describes and analyzes the right to water as a human right, indicating the minimum criteria that the State must meet to guarantee it. The normative framework is analyzed qualitatively and deductively, as well as the elements that constitute it as a human right based on a binding position with other affected rights.
