POLICIES FOR THE FIRST CHILDHOOD IN ECUADOR

Abstract

This article explores which established Ecuadorian policies are in order to assist early childhood (0 to 5-year-old children). This approach shows a panoramic opinion of the childish situation, the problems that prevent from making effective its rights, the national and international concerted actions undertaken, and particularly in Ecuador, it analyzes politics, strategies and actions derived from the legal framework that guarantees the fulfilment of Constitution, valid from 2008. With all these references, it has been possible to identify two fundamental aspects: the first one, the efficiency and inefficiency in the application of early childhood policies, and the second one, glimpsing its prospective. According to the content of the thematic nature, the applied methodology initiates with the documentary bibliographical review, and interview technique. The first one contributes to the content analysis, and the second collects the testimony from the representative Ecuadorian ruler organs, which are in chargeof looking out and implementing the application of the designed policies. These elements assistance to entwine categorical data and establish the existence of a connection between political intentions, proclaimed in the Constitution of 2008, and the real experience of the infants‟ declared rights.
