WOULD ACCESS TO INFORMATION AND OPEN GOVERNMENT DATA BE NEW PARADIGMS FOR PUBLIC ADMINISTRATION?
Abstract
This paper aims to verify the relationship between the right to access information and open
government data from the perspective of a new paradigm in Public Administration. The question is:
could the right to access information, through new technologies such as open data, be considered a
new paradigm in Public Administration? To answer such questions, it uses the institutional context
analysis, and literature review on concepts such as access to information, open data, and digital
governance. The reality of the Federal District (DF) of Brazil is analyzed by verifying how technologies
are used in the three powers of the DF for access to information (in the context of the research “The
Federal District and digital governance: technologies and information” (UnB/ FAP-DF). It is believed
that they could be characterized, in the future, as a new paradigm of public management, as long as
they are useful and accessible to people, and not just to a select group of individuals
