The European Union is founded on common values and the general principles of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, all of which are enshrined in the Treaty on European Union and promoted there. The right to education, in all its forms and at all levels, is recognized as a fundamental tool in promoting these values common to Europeans. On the other hand, the presence of technologies is almost permanent in the most varied sectors of daily life and its good use is reflected in education systems and the exercise of democratic values. The use of new technologies (ICTs) can play an important role in the objectives pursued, although some difficulties may arise. And what contribution can these new technologies ensure for a more effective realization of the constitutionally consecrated democratic values? The discussion is still recent. Assuming that digital technology enriches learning in a variety of ways and offers opportunities, how can we guide it? The methodology followed will focus on specialized publications and, above all, official documents (legislative or preparatory) that focus on the use of new technologies in the implementation of the analyzed values in order to bring to the discussion and debate the role, value and capacity of the use of new technologies for the exercise of the democratic values of the European Rule of Law.
