PREDOMINANT FACTORS FOR CITIZEN PARTICIPATION IN THE PROCESS OF PARTICIPATORY BUDGETING

The investigation has the purpose of establishing the predominant factors in the construction of a public management that ensures channels of participation, consultation and information to civil society. Approached from the positivist paradigm, quantitative approach, substantive type, of the explanatory descriptive non-experimental design with a population of 88 representatives of the civil society of the district of Pueblo Libre, the techniques used for the field collection of the focus group and the survey with the instrument dichotomous scale questionnaire that passed through content validity and reliability through KR = 20 with the value of 0.865 which means high reliability. For the results, a non-parametric logistic regression statistic was used to establish the weight of each factor; the investigation concluded that in a social factor it is the predominant one in the citizen participation of budgets in the municipality.
