SOCIAL ACTORS IN THE SUB-BASIN OF THE LERMA RIVER IN MEXICO. INSUFFICIENT SKILLS TO FACE THE PUBLIC WATER PROBLEM

The objective of this work is to use the concept of territory in an instrumental sense. The sub-basin of the Lerma River in Mexico is studied as a naturally delimited territory to identify social actors linked to the water problem. The territory as a methodological framework facilitated the identification of civil society circumscribed to the Lerma river sub-basin. It was observed that the name of social actor cannot be awarded to the organizations detected. The results are not generalizable because they are the analysis to the case of a single sub-basin, but they constitute an aspect for future research related to water governance in the study area.
