THE INCLUSION PROCESS OF PERSONS WITH DISABILITIES SINCE THE NATIONAL DEVELOPMENT PLAN 2013-2018. ITS IMPLEMENTATION IN THE CASE OF JALISCO, MEXICO

From the perspective of human rights and Carbonell's conceptual proposals regarding the responsibility of the State for the welfare of the citizens, as well as the need to create the institutions and agencies in the sense proposed by Kimlycka for a Side and Wayne on the other, this article analyzes the process outlined in the General Law for the Inclusion of Persons with Disabilities in Mexico. In this legislation it is institutionalized that the National Council for the Development and Inclusion of Persons with Disabilities is responsible for the establishment of public policy (whose conceptual reference of public policy is basically taken from Pautassi), as well as the coordination and institutional evaluation of Its implementation.
