management plan. It was a descriptive-exploratory study that used a qualitative analysis.
For data processing, Content Analysis was used, diagrammed on a Likert scale. It is estimated that better use is made of the potential demands of rural use of water resources in
the region with more assertive actions in the field of integrated management, based on a
governance model, as well as, in the policy association. A process flow diagram was structured as an auxiliary management tool, demonstrating a framework of priorities in access to
water for mutual or exclusive purposes.
