"SMART CITIES" IN SYSTEMATIC ANALYSIS IN PUBLIC MANAGEMENT

Abstract

Life is increasingly idealized in salubrious spaces that have environmental quality
conditions. In view of this, the terminology “smart city” arises. This article aims to study
the concept of “smart cities” and its variations, seeking to answer the following problem:
it is possible to build a concept of “smart” public management from the conception of smart
cities considering water security, sanitation, climate change and disasters through the
prism of public management? This is a qualitative and documentary research, using the
Scopus® platform for bibliometric analysis. Scope and systematic reviews were used to
understand trends in the terminology “smart cities”. The results showed that it has a great
restriction of its application to the information technology area. However, it has a broader
scope. It was observed that studies on smart cities should advance in the direction of
water security, sanitation, climate change and disasters.
