CLUSTER AS A PUBLIC POLICY MECHANISM TO ENCOURAGE COMPETITIVENESS BASED ON THE ROLE OF INNOVATION SYSTEMS1
Abstract
In recent years, has been observed that market failures are closely related to the generation and
dissemination of technology, which has led Sub-national States to set up cluster-type productive
agglomeration models in leading sectors. The purpose is to achieve productivity improvements and
to increase competitive position in their different industries. Accordingly, this paper outlines the principles of the endogenous development theory, where innovation systems and clusters are
understood as means, which together with human capital and the effect of externalities stimulate
economic development at a systemic level. As a final remark, it is also vital to mention the contribution
of clusters for regional economic growth, as well as the deliberate actions taken by the States
analyzed in terms of public policy focused on the innovation system.
