POLICY: CRITICAL ANALYSIS OF THE THEORETICAL REFERENCES OF THE DISCIPLINE1
Abstract
This paper analyzes the main theoretical references that are the subject of research in public policy
as a discipline. A critical analysis of the science of policies is elaborated and we reflect on the policy
analysis as well as on the existing models, delving into the role of the analyst in public policies, not
only as an important actor in decision-making, but also as a its membership as the main producer of
knowledge stands out. We also incorporate different alternative models of the public policy process,
with the purpose of triggering a paradigm shift from the scientific and methodological approach,
transforming the government-society binomial. Finally, we develop the issue of evaluation not as one
more phase of the policy cycle, but rather we agree that it is a culture that has come to pass through
each of the stages to become the institutional and organizational panacea of the government sector.
