SITUATION, CONTEXT AND CHALLENGES OF THE MUNICIPAL EVALUATION SYSTEMS IN THE STATE OF HIDALGO, MEXICO
Abstract
The present work focuses on evaluation, starting from the national level giving rise to the subnational
study and landing in the municipalities. The other research variable is that of the incentives present
in the evaluative practice, although the work is first descriptive, its value lies in the possibility of using
this information to design a policy of implementation of evaluation systems at the local level that
responds to the political-administrative characteristics of each municipality avoiding the isomorphistic
temptation to adopt external evaluation models or practices, even if they are successful. In Hidalgo,
Mexico, municipalities present unequal conditions in terms of budget, population, professionalization
of public administration and their own regulations that grant them unique possibilities and incentivesto evaluate. Therefore, implementing municipal evaluation systems requires a thorough knowledge
of each municipality in order to design models that have greater potential for success.
