THE EVALUATION OF WATER SUPPLY EFFICIENCIES IN MEXICO1
Abstract
The regulation of water supply in Mexico is in charge of Water Utilities and its performance is
regulated according to the model of efficiency from Comisión Nacional del Agua (CONAGUA), it
means, an authorized Public Federal Agency that act as a technical, normative and consultative higher authority. To CONAGUA, the efficacy of clean waters is “the capability of collect, flow, regulate,
treat, and distribute from the natural resourse to the costumers place with a high level of quality”. So,
the proper context to reach the efficacy required is presented on three stages, in the engineering
distribution, treated Waters commercialization and the development of the Water Utility. Therefore,
its evaluation considers the range of five efficiencies: Physical Efficiency 1, Physical Efficiency 2,
Trading Efficiency, Charges Efficiency and Global Efficiency. This document analize the Mexican
Water Utilities results from 2012 to 2018 according to the efficiencies described, and looking for the
most relevant performing aspects from it, and since they have been empowered by law to provide
and gestionate this service, its performance must be evaluated, in addition to generating the
necessary instruments of feedback and continuous improvements to face the new challenges
providing a qualy and effective service year after year.
