HOW TO FULFILL THE DUTY TO INCLUDE: REFLECTIONS ON THE EFFECTIVENESS (OR NOT) OF PUBLIC POLICIES FOR THE INCLUSION OF PEOPLE WITH DISABILITIES IN SCHOOL
Abstract
Inclusive education is a public policy created from the dictates of the Federal Constitution of 1988,
mainly from its principles of human dignity and equality. And public policy of a permanent and
essential nature for children with cognitive impairments. This public policy intensified from the
beginning of this century with regulations and political actions coming from the Ministry of Education
(MEC) and state and municipal education secretariats. All reinforced by the approval of the UN
Convention on the Rights of Persons with Disabilities, an instrument that entered as equivalent to the
constitutional amendment.
