COLLABORATIVE GOVERNANCE AND QUADRUPLE PROPELLER ACTIONS IN ADDRESSING THE COVID-19 PANDEMIC IN A MUNICIPALITY OF CENTRAL REGION OF RIO GRANDE DO SUL/BRAZIL

Abstract

Considering the Covid-19 pandemic crisis, the relevance of collaborative governance in territorial
development and the Quadruple Helix as an innovative and sustainable collaborative and territorial
governance strategy, this study aims to analyze collaborative governance practices from the
perspective of this helix, in the face of confrontation of the pandemic in Santa Maria, central region of
Rio Grande do Sul, Brazil. For this purpose, bibliographical research and interviews with
representatives of the four helices operating in the city were used. It appears that there are few
collaborative actions provided by the elements of the Quadruple Helix, demonstrating the lack of
effectiveness of governance in confronting the pandemic. It is concluded that although the Quadruple
Helix is constituted as an innovative and sustainable strategy for collaborative and territorial
governance, adjustments and changes in the dynamics of interaction between the segments and the
projection of human, collaborative and collective values are needed to optimize the development
process of the investigation site and its surroundings.
