THE DILEMMAS OF TERRITORIAL GOVERNANCE IN BRAZIL
Abstract
In state public policies aimed at regional and territorial development, the concept of governance
seems to express the institutional procedures of power relations and forms of public management, which govern the action of the State with social actors and social agents in civil society. The objective
of this article is to identify and discuss the possibility of overcoming the dilemmas of the construction
processes of territorial governance modalities, as a necessary condition to establish long-term
commitments between the actors, with a view to the development of local and regional territories.
Addressing the gaps in academic debate and aligning the concepts with current legal norms and
political practices are one of the main contributions of this article.
