EVIDENCE OF GOVERNANCE IN THE MANAGEMENT OF CREATIVE CITIES OF GASTRONOMY: ANALYSIS OF COLLECTIVE ACTIONS IN MUNICIPAL ENTITIES IN THE BRAZILIAN CONTEXT

Abstract

The objective of this paper is to understand the governance actions in the Municipal Entities of the
Creative Cities of Gastronomy in Brazil considering the multilevel perspective. For that, it was taken
as a basis, premises of Sustainable Development and Governance as a dynamic of Collective Action,
shedding light on the imbrication and inseparability between these dimensions, both established
through the studies obtained from this research. As methodological tools, we resorted to Content
Analysis and Document Analysis, especially through document concessions issued by the internal
actors of the municipal governance core of the Creative Cities. The research revealed that
governance, in two of the cities, is incipient in terms of the formalization and composition of the
network of these municipalities, in view of the indicators and categories that characterize governance,
reflecting the difficulty in pointing out actions in progress or to be applied, in the horizon of the 2030
global agenda.
