INTERSECTIONALITY AND THE RIGHT TO PRIORITY OF PEOPLE WITH DEFICIENCY TO VACCINATION IN THE COVID-19 PANDEMIC

Abstract

This work addresses the right to priority vaccination of people with disabilities against COVID-19 from
the perspective of intersectionality. Its general objective is to demonstrate that the theory of
intersectionality provides more adequate criteria to ensure the right to priority vaccination of the
aforementioned social group, as it allows the identification of individuals with greater social
vulnerability. In this context, the problem is summarized by the following question: How can
intersectionality provide criteria to ensure the right to priority vaccination of people with disabilities in
the COVID-19 pandemic? This study is justified given the relevance of the theme both in the Brazilian
and international scenario in which the issue is inserted in the panorama of fundamental guarantees.
It is also the aim of this study to analyze the criteria chosen to establish priorities for vaccination in
Brazil in national operational plans. In this way, it focuses, initially, on the right to priority vaccination
of people with disabilities. The approach follows on from the analysis of the priority of people with
disabilities in national plans for the operationalization of vaccination against COVID-19. Finally, the
last part will present the application of intersectionality as a mechanism to ensure the priority of
vaccination for people with disabilities. For this purpose, it was decided to use the method, the
hypothetical-deductive, dialectical and hermeneutic, with the research being bibliographical and
documentary means, as regards the purposes, exploratory and descriptive, based on scientific works
and articles and on legislation relevant to the theme to point out the conclusions about the raised
issue, starting from the hypotheses listed throughout the article.
