THE ADVANCEMENT OF CYBERDEMOCRACY IN THE STATES OF THE LEGAL AMAZON BASED ON THE INTERNET CIVIL FRAMEWORK
Abstract
The internet is the digital medium that enables communication with greater interaction between
citizens and government, with the aim of expanding popular participation in decision-making. This
research aims to analyze the advances and consequences of cyber democracy in the States of the
Legal Amazon from the Marco Civil da Internet and its contribution to the inclusion of citizens in the
participatory democratic process. Using secondary data extracted through micro data made available
by the Regional Center for Studies for the Development of the Information Society (Cetic.br) in the
period from 2009 to 2018. The results show that the participation of citizens through consultations
and online services offered by different government spheres are in line with the growth of Internet
access, which suggests that the Marco Civil da Internet was not an important factor for citizen
participation in the democratic process.
