MONITORING, MEASUREMENT AND EVALUATION OF SUSTAINABLE DEVELOPMENT GOALS IN LOCAL GOVERNMENTS IN MEXICO

Abstract

Monitoring and evaluation are fundamental processes for measuring the results of government
programs and public policies that seek better effects and optimal spending exercises. In recent years,
local governments have adopted the Sustainable Development Goals (SDG) as their work agenda,
based on which they have designed and adjusted a series of public policies to achieve them.
However, at the subnational level, it has not been possible to consolidate systems that guarantee the
measurement in the fulfillment of said objectives. The purpose of this work is to analyze the plans at
the subnational level and approaches for the monitoring and evaluation of the SDGs that have been
implemented to measure the fulfillment of the objectives and state goals in the matter. Therefore, it is
essential to carry out an analysis based on a comparative method to identify the similarities and
contrasts between some local systems. This in order to find areas of opportunity and generate actions
that strengthen and make the evaluation systems viable, proposing criteria to adapt the evaluation
processes to the principles of the Sustainable Development Goals in local governments, according
to their own circumstances.
